New York State: The Governor's Office, has posted new rules as of March 30, 2020 for New York State residents and businesses regarding the COVID-19 pandemic as mandated by Governor Andrew Cuomo.

Sheriff Craig DuMond announced a major upgrade to the Delaware County Sheriff’s App, offering broadcasts and rebroadcasts of Center for Disease Control (CDC) COVID-19 alerts. The app and the upgrade are available free for Android and Apple. The upgraded app is an innovative response to help the public and local businesses stay current on COVID-19 alerts and news.

ACHIEVE will be suspending Day habilitation services in Chenango, Delaware and Otsego Counties, staff should report as usual

ARC Otsego: all of The Arc Otsego facilities are closed to visitors.   All day services are suspended at the direction of NYS Office of People with Developmental Disabilities until further notice.

Bassett Healthcare Network: Call this hotline (607-547-5555) if you are experiencing symptoms related to the coronavirus. Bassett Healthcare has suspended visitations to all hospital and long-term care visitors at Bassett, Fox Hospital and all other hospitals in the network, as well as Fox Nursing Home. Access to clinic buildings and outpatient services areas in all Bassett Healthcare Network facilities, including clinic buildings and outpatient services, is being limited to only patients with scheduled appointments or required business, such as prescription pickup. Minors and patients with special needs may have one parent or caregiver, and patients who require assistance may have someone accompany them to the waiting area, but then be asked to wait outside until the visit is complete. Caregivers can opt to provide a phone number and be notified when the visit is finished.

All elective surgeries are being postponed during the response to the COVID-19 pandemic. This includes non-essential medical, surgical and dental procedures at all Bassett Healthcare Network hospitals and outpatient surgical facilities. Urgent (e.g. cancer procedures) and emergency surgeries will continue to be performed.

Bassett outpatient pharmacies located at Bassett Medical Center in Cooperstown, FoxCare Pharmacy in Oneonta, and O’Connor Hospital in Delhi, as of April 4, will be closed temporarily on Saturdays after this date. Weekday operations will remain the same. For the convenience of our patients, new mail and delivery options will be available for prescriptions when necessary. In addition, patients are encouraged to enroll in MyBassett Health Connection, the network’s secure online patient portal. CanStruction: Canstruction at the Southside Mall in Oneonta, scheduled for the week of April 18 to 26th has been cancelled. Linda Drake will try to arrange a similar event in the fall.

Catskill Watershed Corporation (CWC): Due to COVID-19 restrictions, the Annual Meeting of the Catskill Watershed Corporation (CWC) scheduled for April 7, 2020 and future CWC board meetings have been postponed until further notice.

City of Oneonta: Effective Tuesday, March 17, all City buildings will be closed to the public until further notice. Persons requiring emergency assistance from the Oneonta Police Department can do so by entering the lobby at the Public Safety Building. Community Bank:  All branch lobbies are closed and operate solely through the available drive-thrus, starting March 19. Branches without drive-thru capabilities will close temporarily. All branch lobbies will be available by appointment only, including locations with and without drive-thru. Visit for updates.

Delaware County Social Services:  Will continue to operate with reduced staff. The public should be advised of the following changes: The office hours for 111 Main Street, Suite 4 and 99 Main St, have been changed to 8am – 4pm until April 1, 2020.

Delaware Valley UHS: In an abundance of caution, UHS Delaware Valley Hospital is no longer permitting deliveries such as flowers, cards, clothing, etc. to our hospital patients until further notice. We understand how important it is to let patients know you are thinking of them, so please feel free to call them. Family and friends of patients can call the hospital at 607-865-2100 and speak with a staff member about any specific needs or questions.

Farmers' Museum/Fenimore Art Museum: Both museums will remain closed and all scheduled activities have been canceled until further notice. Museum staff will continue to monitor and assess developments and will provide future updates regarding the duration of the closure. Fenimore Art Museum is currently working on a range of online programming that will be launched on April 1. These programs include virtual tours and activities with commentary from our curatorial and education staff. Foxcare Fitness (Oneonta): Closed, as per Governor Andrew Cuomo’s directive.

Gilbertsville-Mt. Upton School District: The GMU District will deliver food to families with students in its free and reduced-cost meals program while school is closed. GMU started food deliveries today (March 18, 2020), to cover student needs Wednesday through Friday this week. Beginning Monday, March 23, five days’ worth of food will be delivered to qualifying students every Monday during the closure. GMU will follow all standard operating procedures and safety guidelines related to food deliveries. Should school resume Tuesday, April 14, as scheduled, no deliveries will take place Monday, April 13. To find out more visit

Hancock: on Wednesday March 18, 2020 at 9 a.m. there will be a special meeting of the Village Board of Trustees.  In response to COVID-19 the public is encouraged not to attend.  Also, by order of Governor Cuomo the Village election will be postponed until April 28, 2020. Also, Village of Hancock Offices will be closed until April 8, 2020 with only essential personnel on duty.  The Hancock Fire Dept will be available to deliver medications and food to the elderly by contacting Blaise Bojo at 607-427-0238

Hancock School District: The Hancock Central School District will deliver breakfast and lunch to all of its students Mondays-Fridays until further notice. Beginning Wednesday, March 18, 2020, nutritious meals will be delivered via school bus from 10 a.m.-noon weekdays at no cost to families. To find out more visit

Harris Memorial Library in Otego: closed from March 17 to March 29

HELIOS Care: Effective immediately, Helios Care is limiting access to our office to staff only. Grief and Caregiver Support Groups:  We are temporarily suspending support groups in all locations (Delaware, Otsego & Schoharie Counties). This includes all grief and caregiver support groups.

Huntington Memorial Library in Oneonta:  closed beginning March 16 until further notice. We will reassess the situation regularly and will announce when the library will re-open.

Main St. Baptist Church in Oneonta: no services March 22 and no community gatherings during that time

Morris Library:  The Morris Library will remain closed until April 15 when we will reevaluate reopening. The mini food pantry is no longer available; all food donations will be brought to the Butternut Valley Food Pantry in Gilbertsville.

NBT Bank: All in-person banking transactions are being conducted through drive-up lanes and walk-up windows. Hours of operation have been adjusted, and some offices have been temporarily consolidated with nearby locations. Customers are encouraged to contact their preferred branch to check current hours or to visit for information. Self-service banking options, including the NBT Bank Mobile app, online banking at and automated telephone banking at 1-800-NBT-BANK (1-800-628-2265, Option 2) are available 24 hours a day, 7 days a week. For more information about hours, relief programs and more, visit

Otsego Express: Otsego Express Routes 5, 6, 9 are all suspended starting Monday March 23, 2020 until further notice.

Oneonta History Center: In response to the COVID-19 pandemic, the Oneonta History Center at 183 Main Street is closed until further notice. All meetings scheduled have been cancelled and April events have been postponed. Local history research queries will continue to be handled, as able. Oneonta Public Transit: Effective March 26, the Oneonta Public Transit Dispatch window will only be open between the hours of 9am and 3pm. Any calls to schedule special pickups should be made between those hours. The lobby will remain open between 6:30am and 6:00pm for passengers to access the ticket vending machine. Oneonta School District: The Oneonta School Board meeting on 3/31/20 at 8am is closed to the public but can be viewed live on the district's facebook page.

Spectrum has announced Free Access to Spectrum Broadband and Wi-Fi For 60-Days For New K-12 Student Households. Spectrum is offering free access to Internet and wifi for 60 days to K-12 student households that do not currently have service. To sign up, call 1-844-488-8395.

Opportunities for Chenango: Head Start and Early Head Start; Head Start/Early Head Start closed until further notice. The Main Office will be open.

Opportunities For Otsego: closed until Tuesday, April 14, including Head Start and Universal Pre-K. Essential staff will be working remotely to answer questions, and WIC and Weatherization participants with appointments will be contacted.  The Violence Intervention Program staff will be providing virtual services to victims of domestic violence, sexual assault, and violent crimes. If immediate assistance is needed, the 24-hour Crisis Hotline is operating; call (607) 432-4855 to speak with an advocate. Oxford Soup Kitchen Pantry: will be open Monday nights for takeouts only starting at 5:30pm, people should come to the back parking lot to pick up meals. This is until further notice

Saturday's Bread (feeding program in Oneonta at the First United Methodist Church):  will continue its program during the impending weeks of social distancing measures to combat the spread of the Coronavirus by handing out take-out and take-free food items for all in need. Guests should still plan to arrive between 11:00 AM and 1:00 PM on Saturdays and will be allowed in small groups to receive goods. Guests who can deliver items to homebound friends or family may be given extra so they may be taken care of. For more information on Program Details:

Sidney Federal Credit Union: All lobbies are closed but drive-thru is open (including walk-ups). Drive-thrus are open: Mon - Fri from 8am to 6pm, Sat. 9am to 12pm. For updates visit

The Sherburne-Earlville Central School District will offer breakfast and lunch to all children ages 18 and younger at no cost to families beginning Tuesday, March 17, 2020. A drive-through will be open from 11 a.m.-12:30 p.m. Monday-Friday at Sherburne-Earlville Elementary School’s Parent/Student Pick-Up Loop. Please stay in your vehicle. We will bring the food to you. Breakfast and lunch will be in the same “To Go Bag.” Special education students up to age 21 are also eligible to receive these no-cost meals. No child will be turned away. SECSD families that cannot pick up food at the drive-through can call 607-674-7380 to arrange a delivery.

St. Mary's Church in Oneonta: “Lent for Real Life” scheduled for March 16 through March 18 at St. Mary’s Church, Oneonta has been postponed until a later date. The St. Mary's food pantry in Oneonta has changed its hours. The food pantry will be open on Monday, Wednesday and Friday from 11am to 3pm by appointment only. Please call 607-386-2623 for an appointment. The food pantry will be closed on Tuesdays and Thursdays.

Susquehanna SPCA: from now until further notice, the shelter will be closed to the general public and volunteers, and staffing will be limited. Animals up for adoption are still available. SUNY Delhi Swimming Pool access for the general public is canceled for the reminder of the semester

Town of Walton: The Town of Walton’s Municipal Offices are closed to the general public.  Residents may call the office or visit the town’s website at for information and documents. Please mail all tax payments, licenses, building permits and court fines.

UHS Delaware Valley Hospital: visitors to the hospital are no longer allowed and this will continue until further notice. Family and friends of patients can call the hospital at 607-865-2100 and speak with a staff member about any specific needs or questions.

There will be no Independent Exercise Program offered at the Physical Therapy and Rehabilitation Department of UHS Delaware Valley Hospital, until further notice.

Beginning Tuesday, March 17 the hospital’s main entrance will be locked and all healthy patients arriving for outpatient lab, imaging or cardiopulmonary testing should use the Emergency Walk-In Entrance. Staff will greet patients and ask key questions to screen for potential exposure to the COVID 19 virus before letting them proceed. Patients experiencing any respiratory symptoms are asked to please stay in their car and call before entering either the hospital ER at 607-865-2188 or the appropriate primary care center. The Finance Department at 20 West Street is closed. This is in keeping with the Governor’s NYS on “Pause” declaration. Bills can be paid on line at, click on $ Bill Pay icon at top of home page. UHS Primary Care, Walton Changes Hours...Effective immediately, the UHS Primary Care, Walton will temporarily change its hours of operation. They will be as follows: Monday through Thursday 8:30 AM to 5:00 PM and Friday 9:00 AM to 4:00 PM. The Saturday hours will also be discontinued temporarily. We are sorry for the inconvenience this may cause and assure you, that once we are through this emergency we will resume our normal schedule.

United Ministry of Delhi: worship services are cancelled for Sunday March 22

William B Ogden Free Library:  Hours of operation will be reduced to March 17, 10-2 and Wednesday, March 18, 2-6. Library use during this time will be limited to the check-out of materials only. The library will be closed March 19 through April 14. We will reassess the situation at that time.
